<meta> Tags - How to show up in search engines (Google/Yahoo)?

If I put a tag with description and keywords and upload it to a website, will it show in search engines such as Google and Yahoo? Or do I have to pay someone for my descriptions to show up on Google and Yahoo? Could someone maybe give me a link that explains all of this. Thanks.
