Can a warrant just disappear or erase on it own in TX?

My brother got pulled over the ticket was sent to his perm address and he never paid. This was lat yr in May, he hda got letters in the mail saying it turned into a warrant and stuff. But something funny is going on we called to see how much it was to pay for the warrant to come off and they haven't found his name in the system for warrants. But the summer of the incident we had called b4 to see how much would it be and his record/ticket was on file with the station. So could anyone tell me is this true or what we shoud do :-)
