Old Cartoon Network show

It was from the 90's I think, and I don't even remember most of the plot line. All I remember was the word "underwear" repeated in the theme song, and him saying "you got a boogie" [obviously meaning booger] in every episode. The beginning it was a nerd turning into a spazztic stupid super hero. If you know, please tell me. This is random as hell but it's been bugging me.
